Documentation Cleanup
DM documentation can currently be found on confluence, data-management/doc, the data-management wiki, dm-docs, and the dm-docs wiki. The docs that are removed in this merge request have been moved to the appropriate wikis or are no longer relevant. Further work is needed to retire confluence, update outdated instructions in the wikis, and remove files that are duplicated between data-management/doc and dm-docs.
