added ability to add administrator directly from db api; retrieve list of experiment roles and users

Added users_last_update table, changed script to add record, added pagenotfound web page and modified web.xml configuration to display this page when resources are not found

fixed case where db account is the same as unix account; fixed db ownership problem for dev environment
